RALEIGH, (AP) — A Republican state senator from the North Carolina mountains who died last fall has been remembered by colleagues as a loyal and outspoken friend who cared most about helping the little guy.

The Senate and House passed a resolution Tuesday honoring the life of the late Sen. Don East of Surry County. The retired police officer and farm owner served 14 years in the Senate until he died in October at age 67.

East's family members watched from the gallery as Senate leader Phil Berger called East a person you wanted on your side because he would look after you no matter what. Sen. Jerry Tillman said East was an astute but humble person.

East won re-election posthumously in November. He was succeeded by Republican Shirley Randleman.

NEW YORK (AP) — The mayors of New York, Los Angeles, Chicago and 15 other cities are reviving a push against letting government food vouchers be used to buy soda and other sugary drinks.

In a letter to congressional leaders Tuesday, the mayors say it's "time to test and evaluate approaches limiting" the use of the subsidies for sugar-laden beverages.

New York Mayor Michael Bloomberg's office released the letter. Bloomberg is known for trying to bar eateries from selling sugary drinks in big sizes. He also has tried before to stop food stamps from going to buy soda.

The U.S. Department of Agriculture turned down a 2010 request to let New York City do that.

The USDA declined to comment on Tuesday's letter. The American Beverage Association had no immediate comment.

ROMULUS, Mich. (AP) — Detroit's emergency manager says the city is defaulting on about $2.5 billion of debt.

Kevyn Orr said Friday that Detroit is asking creditors to take about 10 cents on the dollar of what they're owed. Underfunded pension claims will get less.

Orr spent about two hours Friday morning with dozens of people representing banks, insurers and companies holding Detroit debt. He told reporters earlier at an airport hotel in Romulus he wants to fix fiscal problems that have made the city insolvent.

He has instituted a moratorium on all of Detroit's payments on unsecured debt, seeking forgiveness of millions of dollars owed by the city.

He also said $1.25 billion will be set aside over 10 years for public safety, lighting and neighborhood blight elimination

FAYETTEVILLE, (AP) — The Cumberland County sheriff has hired a private attorney to help with a civil lawsuit over video poker machines.

The Fayetteville Observer reported the move comes even though Sheriff Earl Butler said his hiring of a staff attorney in 2011 would end outside legal bills for his department.

Cumberland County Attorney Rick Moorefield says the hiring is legal.

But there are questions since the attorney Butler has hired, Grant Mitchell, is the son of Butler's staff attorney, Ronnie Mitchell.

Ronnie Mitchell says another lawyer was needed to keep the civil lawsuit separate from a criminal investigation of the case. He says his son was hired because he was familiar with the case.

County Commission Vice Chairwoman Jeannette Council says the hiring of Mitchell's son does not look good.
